Apple has officially released iOS 9, but in the first hour users reported that they were unable to grab the 1GB download.

“Software Update Failed,” the message read on iPhones and iPads. “An error occurred downloading iOS 9.”Computerworld confirmed the problem, initially seeing it on multiple iOS 8 devices. But after several subsequent attempts, the download successfully started about an hour after Apple issued the upgrade.

Similar reports of early problems were posted on Apple’s own support forums and elsewhere on the Internet. “Not a very helpful error,” wrote someone identified as “yanic” on the former.

Others countered with snark. “Strangely, this is not a ‘limited time offer,’ said “stedman 1″ on the same thread, likely referring to Microsoft’s Windows 10 free upgrade offer, which is valid for one year. “The software will be available tomorrow, and the next day, and next week.”

Some advice ended up being more helpful. “You are facing an overloaded server which is pretty typical of the first day a software revision comes out,” contended “Ralph Landry1″ on a different discussion thread.

Several iPhone owners who had said that they were unable to download iOS 9 returned to the same forum threads to report they had gotten the upgrade later.

Apple’s track record with iOS releases has been mixed. Last year’s iOS 8 roll-out seemingly started off smoothly — there were few initial complaints about getting the upgrade — but many soon griped that 8′s large size forced them to wipe apps and content from their devices before they could install the new OS.

iOS 9′s size and the free space requirements for installation were both reduced to address that problem of last year. The free space demand for iOS 9 fell to 1.3GB to 1.8GB from last year’s 4.5GB to 5GB.

LAS VEGAS — Federal Communications Commission Chairman Tom Wheeler has committed to a March 29 start date for an unprecedented auction of 600Mhz wireless spectrum currently under the control of the nation’s broadcasters.

The auction has already been delayed two years, but Wheeler was adamant it will move ahead on a timeline that allows input from broadcasters as well as from wireless providers that would be potential spectrum buyers.

The broadcast spectrum in the 600Mhz band offers the potential to wireless carriers to send data, including video and other multimedia at much faster speeds and with lower latency. Latency refers to the speed required to generate a response to a wireless signal.

“I’m supremely confident [the auction] starts March 29,” he said in keynote comments at CTIA Super Mobility Week 2015 here. Explaining the delays, he said the planned auction is like a “Swiss watch with so many moving parts.”

The FCC plans to issue a new public notice in October that will give further details on the planned schedule. Wheeler said that around Thanksgiving, broadcasters will be able to indicate whether they want to participate in offering up the spectrum they use today.

Once the FCC establishes pricing, the broadcasters can decide whether to move forward or withdraw from the process if the prices don’t meet their needs, Wheeler said. In January, wireless providers — including newcomers, possibly — will be prompted to express interest in joining the auction to buy spectrum.

Wheeler contended that the 600MHz spectrum auction shows the FCC is moving to free up spectrum that the cellular industry says it urgently needs.

Microsoft Updates Yammer

Microsoft unveiled a bevy of improvements to its Yammer enterprise social network, focused on helping people connect more easily with their teams.

By default, people who access Yammer via their web browser will be taken to a new “Discovery” feed on the service’s home page that is supposed to better show them relevant content from their groups along with other public teams across their company’s network. It’s supposed to help keep people in closer touch with important discussions they may be missing on Yammer.

After users finish reviewing new content in one group, Yammer will display a pop up banner with a link to the next group they’re subscribed to that has new content. Yammer’s mobile apps will get similar functionality through a new Group Updates feed that lets users see a list of different conversations in various groups all on one screen. That way, they won’t have to look through individual groups to get the same information. That feature will begin rolling out on Android first before making it to Yammer’s iOS app.

In addition, Yammer is also tweaking the design of individual groups’ pages. Now, each group will have a full-width banner at the top of its page, and discussions within the group can now take up a wider space on the page to aid in lengthier discussions. The whole page has also been redesigned to focus users’ attention on important content.

Icons in the left-hand sidebar will show the users that are active in groups they are a part of, so they can stay up-to-date on where conversations are happening in real time. It’s a move that could make Yammer more competitive with popular chat solutions like Slack, which has been growing incredibly rapidly and was recently valued at $2.8 billion.

Yammer’s mobile app also gained support for attaching files from external storage services like OneDrive and Dropbox, inviting coworkers to a user’s network by email and mentioning people in comments.

There’s even more up Yammer’s sleeve on top of all these updates. The social network’s iPhone app will soon have a companion version for the Apple Watch that will let people interact with content from their coworkers.

The updates come at a time when Microsoft is putting more effort into improving its workplace collaboration tools.

Yahoo unveiled a mobile messaging app that combines texting with live one-on-one video.

The app, named Livetext, is video calling with a twist: there’s no audio. To communicate, users type texts and emojis that are overlaid onto the screen during the call.

The app’s format might sound restricting, but Yahoo says Livetext will help users to communicate more freely. The lack of audio, the company says, removes inhibitions that people might feel when they otherwise receive video calls in public.

“We wanted to bridge the gap between the simplicity and ease of texting, with the live feeling of calling,” said Adam Cahan, senior vice president of video, design and emerging products at Yahoo, during the app’s unveiling at an event in New York on Wednesday that was webcast.

Livetext was developed from scratch at Yahoo. Its development was aided by Yahoo’s acquisition last year of mobile messaging app MessageMe, the company said Wednesday. It’s yet another messaging app in a sea of competitors like Snapchat, WhatsApp and Facebook Messenger.

Still, Livetext is the latest attempt by Yahoo to provide a messaging app that resonates with users. It became available to download for free on Thursday for iOS and Android, in the U.S., U.K, Canada, Ireland, Germany, France, Hong Kong and Taiwan. Users will be able to text in English, French, German and Chinese using the app.

The app streams video only when two people are connected through the app at the same time. Users can search for friends in the app through their Livetext user name, or through the contacts list on their phone.

There is no time limit on calls placed through the app, and no way to save or archive the sessions. The video quality will depend on the strength of the data connection, although connections at 3G and above should suffice, Yahoo said.

It’s available on Android and the desktop, but not on iOS.

Microsoft unveiled a mobile-minded alternative to email that’s focused primarily on short, quick messages.

Named Send, the new tool aims to deliver a simple experience much like that offered by text messaging or instant messaging software but without the need to know a co-worker’s mobile number or username. Instead, Send lets users quickly fire off a message to any co-worker using just their email address; no subject line, salutations or signatures are required.

“On my way,” might be one example, or “Are you in the office today?”

The app connects to Office 365 business and school email accounts to find frequent and recent contacts; users need only tap on one to start a conversation. A “Quick Reply” option allows for speedy responses.

That Office 365 connection, meanwhile, also means conversations are synced with Outlook, letting users continue them from anywhere. Messages sent using Send are treated internally like any other work email and comply with an organization’s email compliance policies, Microsoft said.

Send is now available free for iPhone through the Microsoft Garage in the U.S. and Canada. Versions for Windows Phone and Android are coming soon, as are additional IT controls. Currently the app works with Office 365 business and school email accounts, but Microsoft plans to make it more broadly available in the coming months, it said.

The U.S. Federal Communications Commission is backing a requirement that the country’s telecom carriers warn residential and business customers about plans to retire copper telephone networks for IP-based systems.

A proposal from FCC Chairman Tom Wheeler would also require telecom carriers retiring their copper networks to offer customers the option of purchasing battery backup systems so that they don’t lose voice service during an electrical power outage, officials said Friday. IP-based voice service depends on working Internet service, which, in turn, requires electricity.

The old copper-based phone service works without electrical service available at the customer’s address, and a loss of voice service during power outages is one of the major concerns of consumer groups as major telecom carriers move to retire their decades-old copper networks.

Wheeler’s proposal, likely to be voted on by the commission during its Aug. 6 meeting, would require telecom providers that are retiring copper to make battery backup systems with eight hours of standby power available to affected customers, either through the carriers themselves or for third-party retailers. Voice customers would have to pay for the battery backups, which now cost $40 and up, but they could choose whether or not they want the backup.

Most consumers and consumer groups in contact with the FCC wanted the option to purchase battery backup from sources other than carriers, an FCC official said. Requiring battery backup systems during VoIP installs could have discouraged customers from signing up for the service, he added.

Within three years, carriers would have to offer a battery backup option with 24 hours of standby power, under the rules proposed by Wheeler.

Telecom carriers retiring their copper would also have to alert customers that their old telephone service was going away. Telecom carriers currently aren’t required to notify customers, but under the proposed rules, residential customers would get a three-month warning, and business customers would get a six-month warning, agency officials said during a press briefing.

Telecom carriers would also have to notify interconnecting carriers of their copper retirement plans, and competitors using the existing copper to provide business voice and Internet services would be eligible to receive similar pricing deals from the large incumbent carriers, the FCC said.

The top U.S. telecommunications regulator wants to make it more difficult for telemarketers and other businesses to robocall and text messages consumers under changes to autodialing rules being proposed.

The Federal Communications Commission plans to vote on June 18 on the proposal, which would give legal cover to telephone companies to offer consumers technologies that would block robocalls, regardless of where they originate.

“The FCC wants to make it clear: Telephone companies can – and in fact should – offer consumers robocall-blocking tools,” FCC Chairman Tom Wheeler said in a blog post.

The wireless carriers have worried that blocking automated calls could be construed as violations of the law that requires them to ensure that all calls placed over their networks reach their intended recipients.

The proposal would also reassert that consumers have to agree to receive automated calls and texts and clarify that they can revoke their consent in any “reasonable” way, including a simple request for calls to stop, without the need to file convoluted paperwork.

Robocalls and robotexts are by far the most common cause of consumer complaints at the FCC, topping 215,000 in the last year alone. Consumer advocates and the majority of U.S. states attorneys general had pressed the FCC to clarify the robocall rules.

Numerous business associations, including the U.S. Chamber of Commerce, have also pushed for clarifications, facing a growing number of lawsuits prompted by violations such as calling cellphone users whose numbers used to belong to someone else.

The FCC’s proposal would reassert that companies should try to avoid numbers reassigned to consumers who have not agreed to receive their calls. If they do not know that a number has been reassigned, they are allowed one call to find out.

The business community had also complained that some lawsuits unfairly target them for using dialing technologies that could be modified to become autodialers. FCC officials said any technology with the capacity to dial random or sequential numbers qualifies as an autodialer, even if it would require modification.

U.S. law prohibits telemarketing calls to both landline and cellphones of consumers who have not given written consent.

Only 5% of the nation’s 6,500 emergency dispatch centers are capable of receiving and responding to emergency text-to-911 messages.

That’s not good enough for more than 41,000 signers of a Change.org petition. They want Congress to pass legislation requiring emergency centers to update their systems to accommodate texting.

Text-to-911 would have provided much-needed help for Lisbeth (not her real name), a mother of two who said she was repeatedly battered by her boyfriend in her home over several years. One day three years ago, when he was yelling at her, she tried to call 911 on her cell phone for help, but he broke down the door where she was hiding and demanded to know whom she was calling.

“I was trying to whisper, but he got in and punched me and asked me who I was talking to,” Lisbeth said in an interview. That time, a neighbor overheard the fight and called 911 to bring police to the scene.

“911 works, but I wish it worked with text,” she added. “If they had it back then, it might have made a difference.” Lisbeth later moved into a shelter for abused women in California’s San Fernando Valley and said her life has improved for herself and her children. “Anybody who is going through the same situation as I was should ask for help,” she said.

The Federal Communications Commission last yea rrequired U.S. carriers and makers of some texting apps to provide emergency texting with their services, but the FCC doesn’t regulate the nation’s emergency dispatch centers. Instead, the centers are regulated locally by 3,200 different states, counties and cities, even though many of those jurisdictions receive federal funds for the dispatch centers.

FCC Commissioner Ajit Pai last August expressed concerns that FCC mandates for carriers might give the public a false impression that they can send texts to emergency responders when so few are prepared to receive texts.

Slack, the IRC-for-businesses company, has acquired screen-sharing collaboration startup Screenhero with an eye toward adding valuable new communications capabilities to its software.

The deal, which was for an undisclosed sum of cash and stocks, sees Screenhero’s six-person team joining Slack to add screensharing, video chat and voice conferencing to the company’s core enterprise chat room service.

Screenhero is designed to let big teams work together like small teams and has found a dedicated customer base with developers, help desk workers and anybody else who has to work together.

That’s a smart alignment with Slack’s own sales pitch. In fact, Screenhero CEO and co-founder Jahanzeb Sherwani said that 50% of Screenhero’s own customers are also Slack customers, even as both companies made use of each others’ products interally. He added that the company was “under no pressure to sell,” but decided that cozying up with Slack would allow Screenhero to do more with its core concept faster.

It sounds like a match made in “in a Reese’s factory,” quipped Slack CEO and co-founder Stewart Butterfield.

Under this deal, Screenhero will continue to operate as a separate entity, and people can use it as they always have been. But eventually, Sherwani said, all of its features will make it into Slack and the standalone product will be discontinued.

Butterfield said that it’s just a natural progression for Slackas it goes after “bigger and weirder” companies. You can still use whatever external services you’d like for video, voice and screen sharing, per Slack’s emphasis on supporting as many services as a customer might want to use with slick native integrations. But Butterfield wants to ensure that out of the box, Slack customers get something broadly useful for collaboration without having to go through the effort.

Microsoft Corp made its popular Word, Excel and PowerPoint applications available,free of charge, on Android tablets, further signifying its drive to attract as many mobile customers as possible using its software.

It also released an app for its popular Outlook email program to run on Apple Inc’s iPhone and iPad, hoping to attract the millions of users familiar with Outlook from their work desktops.

The new releases are the latest gambits in Chief Executive Officer Satya Nadella’s attempt to wrest back the initiative in the battle for mobile users, where Microsoft has fallen behind Apple and Google Inc.

Nadella broke with decades of tradition last March by releasing a free, touch-friendly version of Office for Apple’s iPad, before such software was even available for Microsoft’s Windows devices.

By giving away its industry-standard Office apps on Apple’s popular iOS and Google’s Android operating systems, Microsoft is looking to build up a base of users which it can later persuade to sign up for Office 365, the full, Internet-based version of Office starting at $7 a month for personal users.

Microsoft has been offering test versions of the Office apps on Android for almost three months, but Thursday marks the first day they are available as finished products from the online Google Play app store.

Word, Excel and PowerPoint, the key elements of Microsoft’s top-selling Office suite of applications, have been a hit on Apple’s mobile devices, with 80 million downloads since last March, according to Microsoft.

Microsoft plans to release new, touch-friendly versions of its Office apps for Windows devices later this year when it releases the Windows 10 operating system.

The new Outlook app, based on a popular app made by Acompli, which Microsoft bought in December, will allow iPhone and iPad users much easier ways of linking email to calendars and working with file attachments. Microsoft is also releasing a test version of the Outlook app for Android users.
