PayPal is focusing on small businesses, service providers, and casual sellers on the move with its new PayPal Here service which allows vendors to process a variety of payments including checks and cards using their mobile phones.
The new service unveiled Thursday includes a free app and encrypted thumb-sized card reader, which allows merchants with an iPhone, and later Android smartphones, to process payments.
Merchants can accept payments by swiping cards in the card reader, scanning cards and checks using their phone cameras, or by entering card information manually into the app, the eBay unit said. They can also send an invoice and set payment terms, and accept PayPal payments from the app. The check facility is however only available in the U.S.
An iPhone version of the card reader and merchant app is available from Thursday to select merchants in the U.S., Canada, Australia and Hong Kong, with general availability in those countries scheduled for April. PayPal also plans to have an Android version of the merchant app by then. It will announce the availability of the service in more countries soon, it said.
Merchants pay a flat rate of 2.7 percent for card swipes and PayPal payments, while checks will be processed free of charge. Scanning of cards or typing the card information will be charged extra. PayPal Here merchants will also receive a business debit card for access to cash and 1 percent cash-back on eligible purchases.
PayPal will be competing with mobile payment systems from other providers such as Square and Intuit.
The key differentiator for PayPal Here in comparison to other small business mobile payment services is that it comes from a trusted brand in the online payments industry, with more than 100 million customers globally, David Marcus, vice president of mobile at PayPal said in a blog post.

Western Digital is about to introduce a 2TB My Passport Essential series external drive. According to some early listings, the new 2.5-inch drive should set you back just over $200.00, more important is that it seems like a pretty interesting external drive.
It measures 110x83x18mm, so we assuming this is a 12.5mm drive and as such it won’t fit into most notebooks. However, as an external drive it is second to none. It features USB 3.0, but it won’t be the fastest thing around, as it is a 5400rpm unit.

IBM has designed a prototype optical chipset that transfers one terabit of data per second (1Tbit/s).
IBM scientists revealed today that the chipset, dubbed “Holey Optochip”, is the first parallel optical transceiver to transfer one trillion bits of information – or 500 HD movies – per second.
Speaking at the Optical Fiber Communication Conference taking place in Los Angeles today, the scientists reported that the chipset is eight times faster than other parallel optical components available today.
They estimate that the raw speed of one transceiver is equivalent to the bandwidth consumed by 100,000 users at today’s typical 10Mb/s broadband internet access speed. This means it would take just around an hour to transfer the entire US Library of Congress web archive through the transceiver.
According to the boffins, optical networking offers the potential to significantly improve data transfer rates by speeding the flow of data using light pulses instead of sending electrons over wires.
A single 90nm IBM CMOS transceiver IC with 24 receiver and 24 transmitter circuits becomes a Holey Optochip with the fabrication of 48 through-silicon holes, or “optical vias” – one for each transmitter and receiver channel. Simple post-processing on completed CMOS wafers with all devices and standard wiring levels results in an entire wafer populated with Holey Optochips.
The transceiver chip measures only 5.2×5.8mm. Twenty-four channel, industry-standard 850nm VCSEL (vertical cavity surface emitting laser) and photodiode arrays are directly flip-chip soldered to the Optochip. This direct packaging produces high-performance, chip-scale optical engines. The Holey Optochips are designed for direct coupling to a standard 48 channel multimode fibre array through a microlens optical system that can be assembled with conventional high-volume packaging tools.

Hitachi Data Systems announced that it will expand its family of blade and rack server products for the enterprise market. The forthcoming Hitachi Compute Systems will be based on the new Intel Xeon processor E5-2600 family.
Roberto Basilio, vice president, Infrastructure Platforms Product Management, Hitachi Data Systems said that by leveraging the new Intel Xeon processor E5 family, upcoming Hitachi Compute Systems will feature faster performance, higher density and greater energy efficiency. The servers are being designed for converged data centres. They come pre-configured and optimised for leading applications such as Microsoft Exchange 2010, SAP HANA and solutions with VMware.
He said that the Intel Xeon processor E5-2600 product family provides exceptional energy efficiency, increased security, flexible performance and the opportunity for streamlining customer’s data centres. The current range of Hitachi Compute Systems consists of two blade server product lines, Hitachi Compute Blade 2000 and Hitachi Compute Blade 320, both of which are intended for high performance, high availability applications. The portfolio also includes a family of rack-optimised servers, Hitachi Compute Rack, that are the foundation for dedicated, packaged solutions such as the company’s award-winning object store, Hitachi Content Platform (HCP).

Twitter users are about to become major marketing meat, as two research companies prepare to release information to clients who will pay for the rights to mine that data.
Boulder, Colorado-based Gnip Inc and DataSift Inc, based in the U.K. and San Francisco, are licensed by Twitter to analyze archived tweets and basic information about users, like geographic location. DataSift announced this week that it will release Twitter data in packages that will encompass the last two years of activity for its customers to mine, while Gnip can go back only 30 days.
“Harvesting what someone said a year or more ago is game-changing,” said Paul Stephens, director of policy and advocacy for the Privacy Rights Clearinghouse in San Diego. As details emerge on the kind of information being mined, he and other privacy rights experts are concerned about the implications of user information being released to businesses waiting to pore through it with a fine-tooth comb.
“As we see Twitter grow and social media evolve, this will become a bigger and bigger issue,” said Graham Cluley, senior technology consultant for British-based Internet security company Sophos Ltd. “Online companies know which websites we click on, which adverts catch our eye, and what we buy … increasingly, they’re also learning what we’re thinking. And that’s quite a spooky thought.”
Twitter opted not to comment on the sale and deferred questions to DataSift. In 2010, Twitter agreed to share all of its tweets with the U.S. Library of Congress. Details of how that information will be shared publicly are still in development, but there are some stated restrictions, including a six-month delay and a prohibition against using the information for commercial purposes.

Malware tools that allow attackers to gain complete remote control of smartphones have become a major threat to owners around the world, security researchers say.
In a demonstration at the RSA Conference 2012 here Wednesday, former McAfee executives George Kurtz and Dmitri Alperovitch, who recently founded security firm CrowdStrike, installed a remote access tool on an Android 2.2-powered smartphone by taking advantage of an unpatched flaw in WebKit, the default browser in the OS.
The researchers showed an overflow audience how the malware can be delivered on a smartphone via an innocuous looking SMS message and then be used to intercept and record phone conversations, capture video, steal text messages, track dialed numbers and pinpoint a user’s physical location.
The tools used in the attack were obtained from easily available underground sources, Kurtz said. The WebKit bug, for instance, was one of 20 tools purchased from hackers for a collective $1,400.
The remote access Trojan used in the attack was a modified version of Nickispy a well-known Chinese malware tool.
Learning how to exploit the WebKit vulnerability and to modify the Trojan for the attack, was harder than expected, said Kurtz. He estimated that CrowdStrike spent about $14,000 in all to develop the attack.
But the key issue is that similar attacks are possible against any smartphone, not just those running Android, he said.
WebKit for instance, is widely used as a default browser in other mobile operating systems including Apple’s iOS and the BlackBerry Tablet OS. WebKit is also is used in Apple’s Safari and Google’s Chrome browsers.
Several mobile remote access Trojans are already openly available from companies pitching them as tools that can be used to surreptitiously keep tabs on others.

France’s data protection watchdog is questioning the legality and fairness of Google’s new privacy policy, which it said breached European laws.
The CNIL regulator told Google in a letter dated February 27 it would lead a European-wide investigation of the web search giant’s latest policy and would send it questions by mid-March.
Google said in January it was simplifying its privacy policy, consolidating 60 guidelines into a single one that will apply for all its services, including YouTube, Gmail and its social network Google+.
The U.S. Internet company also said it will pool data it collects on individual users across its services, allowing it to better tailor search results and improve service.
Users cannot opt out of the new policy if they want to continue using Google’s services.
“The CNIL and EU data authorities are deeply concerned about the combination of personal data across services: they have strong doubts about the lawfulness and fairness of such processing, and its compliance with European data protection legislation,” the French regulator wrote to Google.
Google plans to put the changes into effect March 1 and has rebuffed two requests from European regulators for a delay.
The tussle over data privacy comes at a delicate time for Google, whose business model is based on giving away free search, email, and other services while making money by selling user-targeted advertising.
It is already being investigated by the EU’s competition authority and the U.S. Federal Trade Commission over how it ranks search results and whether it favors its own products over rival services.
Big Boys Sign Consumer Privacy Pact
Six of the world’s top consumer technology companies have agreed to provide greater privacy disclosures before customers download applications in order to protect the personal data of millions of consumers, California’s attorney general said on Wednesday.
The agreement binds Amazon, Apple, Google, Microsoft, Research In Motion, and Hewlett-Packard — and developers on their platforms — to disclose how they use private data before an app may be downloaded, Attorney General Kamala D. Harris said.
“Your personal privacy should not be the cost of using mobile apps, but all too often it is,” said Harris.
Currently 22 of the 30 most downloaded apps do not have privacy notices, said Harris. Some downloaded apps also download a consumer’s contact book.
Google said in a statement that under the California agreement, Android users will have “even more ways to make informed decisions when it comes to their privacy.”
Apple confirmed the agreement but did not elaborate.
Harris was also among U.S. state lawmakers who on Wednesday signed a letter to Google CEO Larry Page to express “serious concerns” over the web giant’s recent decision to consolidate its privacy policy.
The policy change would give Google access to user information across its products, such as GMail and Google Plus, without the proper ability for consumers to opt out, said the 36 U.S. attorneys general in their letter.

In the wake of reports that Google had circumvented privacy settings in Apple’s Safari browser, Microsoft announced today it had discovered that the Web giant had done the same with Internet Explorer.
“When the IE team heard that Google had bypassed user privacy settings on Safari, we asked ourselves a simple question: is Google circumventing the privacy preferences of Internet Explorer users too?” IE executive Dean Hachamovitch wrote in a blog post this morning. “We’ve discovered the answer is yes: Google is employing similar methods to get around the default privacy protections in IE and track IE users with cookies.”
The blog post, which details Microsoft’s findings and offers privacy protection tips, said it has contacted Google about its concerns and asked it to “commit to honoring P3P privacy settings for users of all browsers.”
Google countered that Microsoft backs a system that is dated and impractical.
“It is well known–including by Microsoft–that it is impractical to comply with Microsoft’s request while providing modern Web functionality,” Rachel Whetstone, senior vice president of communications and policy for Google, said in a statement to CNET this evening. “We have been open about our approach, as have many other Web sites.”
P3P, or Platform for Privacy Preferences, is an official recommendation of the World Wide Web Consortium that sites use to summarize their privacy policies.

Tomorrow’s computers will constantly improve their understanding of the data they work with, which in turn will aid them in providing users with more appropriate information, predicted the software mastermind behind IBM’s Watson system.
Computers in the future “will learn through interacting with us. They will not necessarily require us to sit down and explicitly program them, but through continuous interaction with humans they will start to understand the kind of data and the kind of computation we need,” said IBM Fellow David Ferrucci, who was IBM’s principal investigator for Watson technologies. Ferrucci spoke at the IBM Smarter Computing Executive Forum, held Wednesday in New York.
“This notion of learning through collaboration and interaction is where we think computing is going,” he said.
IBM’s Watson project was an exercise for the company in how to build machines that can better anticipate user needs.
IBM researchers spent four years developing Watson, a supercomputer designed specifically to compete in the TV quiz show “Jeopardy,” a contest that took place last year. On “Jeopardy,” contestants are asked a range of questions across a wide variety of topic areas.
Watson did win at its “Jeopardy” match. Now IBM thinks the Watson computing model can have a wide range of uses.
