Shortly after cancelling two generations of Atom mobile chips, Intel putting its weight behind future low-power mobile technologies with a new research collaboration with a French atomic energy lab.

Fundamental research leading towards faster wireless networks, secure low-power technologies for the Internet of Things, and even 3D displays will be the focus of Intel’s collaboration with the French Alternative Energies and Atomic Energy Commission (CEA).

Intel and the CEA already work together in the field of high-performance computing, and a new agreement signed Thursday will see Intel fund work at the CEA’s Laboratory for Electronics and Information Technology (LETI) over the next five years, according to Rajeeb Hazra, vice president of Intel’s data center group.

The CEA was founded in 1945 to develop civil and military uses of nuclear power. Its work with Intel began soon after it ceased its atmospheric and underground nuclear weapons test programs, as it turned to computer modeling to continue its weapons research, CEA managing director Daniel Verwaerde said Thursday.

That effort continues, but the organization’s research interests today are more wide-ranging, encompassing materials science, climate, health, renewable energy, security and electronics.

These last two areas will be at the heart of the new research collaboration, which will see scientists at LETI exchanging information with those at Intel.

Both parties dodged questions about who will have the commercial rights to the fruits of their research, but each said it had protected its rights. The deal took a year to negotiate.

“It’s a balanced agreement,” said Stéphane Siebert, director of CEA Technology, the division of which LETI is a part.

Who owns what from the five-year research collaboration may become a thorny issue, for French taxpayers and Intel shareholders alike, as it will be many years before it becomes clear which technologies or patents are important.

Hazra emphasized the extent to which Intel is dependent on researchers outside the U.S. The company has over 50 laboratories in Europe, four of them specifically pursuing so-called exa-scale computing, systems capable of billions of billions of calculations per second.

When the nosy British bought CCTV cameras, worried citizens were told that they could not be hacked.

Now a US security expert says he has identified ways to remotely attack high-end surveillance cameras used by industrial plants, prisons, banks and the military. Craig Heffner, said he discovered the previously unreported bugs in digital video surveillance equipment from firms including Cisco, D-Link and TRENDnet.

They could use it as a pivot point, an initial foothold, to get into the network and start attacking internal systems. Heffner said that it was a significant threat as somebody could potentially access a camera and view it. He will show how to exploit these bugs at the Black Hat hacking conference, which starts on July 31 in Las Vegas. Heffner said he has discovered hundreds of thousands of surveillance cameras that can be accessed via the public internet.

Security experts have uncovered a highly sophisticated computer virus in Iran and other Middle Eastern states that they believe was deployed at least five years ago to engage in state-sponsored cyber espionage.

Evidence suggest that the virus, dubbed Flame, may have been built on behalf of the same nation or nations that commissioned the Stuxnet worm that attacked Iran’s nuclear program in 2010, according to Kaspersky Lab, the Russian cyber security software maker that claimed responsibility for discovering the virus.

Kaspersky researchers said on Monday they have yet to determine whether Flame had a specific mission like Stuxnet, and declined to say who they think built it.

Iran has accused the United States and Israel of deploying Stuxnet.

Cyber security experts said the discovery publicly demonstrates what experts privy to classified information have long known: that nations have been using pieces of malicious computer code as weapons to promote their security interests for several years.

A cyber security agency in Iran said on its English website that Flame bore a “close relation” to Stuxnet, the notorious computer worm that attacked that country’s nuclear program in 2010 and is the first publicly known example of a cyber weapon.

Iran’s National Computer Emergency Response Team also said Flame might be linked to recent cyber attacks that officials in Tehran have said were responsible for massive data losses on some Iranian computer systems.

The U.S. government is losing a race in cyberspace — a social-networking race for the hearts and minds of the Internet community, a computer security expert said Wednesday.

Other countries — and many companies — are using social-networking tools to their advantage, while the U.S. government has taken tiny steps forward, said Rand Waltzman, a program manager focused on cybersecurity at the U.S.Defense Advanced Research Projects Agency (DARPA).

The Chinese government pays citizens to patrol social-networking sites and dispute negative talk about all levels of government or any aspect of Chinese life, and companies such as Dell and Best Buy are training workers to respond to complaints on Facebook and other social-networking services, Waltzman said at the Suits and Spooks security conference in Arlington, Virginia.

U.S. regulations prevent the government from undertaking similar campaigns, he said. “Any time you want to go to the bathroom, you need presidential approval,” he said.

The U.S. will not be able to protect its residents if it cannot engage in its own covert social-media operations, Waltzman said.

Waltzman told about a U.S. special forces unit in Iraq in 2009 that attacked an insurgent paramilitary group, killed 16 of the members of the group and seized a “huge” weapons cache. As soon as the U.S. unit left the scene, the Iraqi group returned, put the bodies on prayer mats, and uploaded a photograph from a cheap mobile phone, he said. The group put out a press release in English and Arabic.
