The U.S. Federal Communications Commission will render a decision on whether to establish rules regarding hotels’ ability to block personal Wi-Fi hotspots inside their buildings, a practice that recently earned Marriott International a $600,000 fine.

In August, Marriott, business partner Ryman Hospitality Properties and trade group the American Hotel and Lodging Association asked the FCC to clarify when hotels can block outside Wi-Fi hotspots in order to protect their internal Wi-Fi services.

In that petition, the hotel group asked the agency to “declare that the operator of a Wi-Fi network does not violate [U.S. law] by using FCC-authorized equipment to monitor and mitigate threats to the security and reliability of its network,” even when taking action causes interference to mobile devices.

The comment period for the petition ended Friday, so now it’s up to the FCC to either agree to Marriott’s petition or disregard it.

However, the FCC did act in October, slapping Marriott with the fine after customers complained about the practice. In their complaint, customers alleged that employees of Marriott’s Gaylord Opryland Hotel and Convention Center in Nashville used signal-blocking features of a Wi-Fi monitoring system to prevent customers from connecting to the Internet through their personal Wi-Fi hotspots. The hotel charged customers and exhibitors $250 to $1,000 per device to access Marriott’s Wi-Fi network.

During the comment period, several groups called for the agency to deny the hotel group’s petition.

The FCC made clear in October that blocking outside Wi-Fi hotspots is illegal, Google’s lawyers wrote in a comment. “While Google recognizes the importance of leaving operators flexibility to manage their own networks, this does not include intentionally blocking access to other commission-authorized networks, particularly where the purpose or effect of that interference is to drive traffic to the interfering operator’s own network,” they wrote.

Chip-equipment maker Applied Materials has surprised most of the cocaine nose jobs of Wall Street with a better-than-expected third-quarter profit. It appears that contract manufacturers are spending more on technology used to make smartphone and memory chips.

The company also forecast current-quarter adjusted profit largely above analysts’ average estimate. Chief Executive Gary Dickerson said that demand for DRAM chips is expected to grow in the current quarter.

Applied Materials, which also provides equipment to make flat panel displays and solar cells, forecast an adjusted profit of 25-29 cents per share for the fourth quarter. Wall Street was expecting a profit of 26 cents per share.

Applied Materials expects revenue growth of about 10 to 17 percent, implying revenue of $2.19 billion to $2.33 billion for the quarter. Analysts on average were expecting $2.28 billion. Applied Materials’ net income rose to $301 millionin the third quarter ended July 27, from $168 milliona year earlier. Revenue rose 14.7 percent to $2.27 billion.

Revenue in the company’s silicon systems business, which brings in about two-thirds of total sales, rose 16 percent to $1.48 billion.

Officials from networking giant Cisco Systems and Kansas City, Mo., have signed a letter of intent to build out a new network for smart city services.

Elements of the project call for designing mobile apps for citizen access, digital interactive kiosks, smart street lights and video surveillance in an area called the city’s innovation district.

The project is designed to complement the city’s build out of a two-mile downtown streetcar path, Cisco said in a statement.

Kansas City, Mo. and its neighbor, Kansas City, Kans., are already getting plenty of outside attention from tech giant Google, which picked the area for its first deployment of Google Fiber, an initiative to install fiber optic cable there and in other cities.

Google won’t say how many households are connected to Google Fiber in the area, but it has already installed 6,000 miles of fiber optic cable. Meanwhile, cable provider Time Warner has provisioned 11,000 Wi-Fi hotspots for its Internet customers to use from mobile devices in various Kansas City area locales, including the popular eight-block restaurant and bar district on the edge of downtown called the Power & Light District.

While some citizen groups have been concerned that Google Fiber isn’t reaching enough low-income families in the area with gigabit fiber, there’s a general recognition by city officials that people of all income levels use smartphones and other wireless devices fairly widely. That can only help the Cisco initiative with Kansas City for wireless services.

Kansas City, Mo. Mayor Sly James said the initiative with Cisco promises to connect city services and information with visitors and residents “like never before.”

Third-party app developers will also have an opportunity to build unique and innovative apps for public use.

Cisco will use its Smart+Connected Communities reference architectures to evaluate the initiative and will work with the city and a business consultancy called Think Big Partners to manage a “living lab” incubator for the tech startup community.

Wim Elfrink, Cisco’s executive vice president of industry solutions, credited city leaders with leading the “charge on innovation in the Midwest.”

It is starting to look like chip makers are having cold feet about moving to the next technology for chipmaking. Fabricating chips on larger silicon wafers is the latest cycle in a transition, but according to the Wall Street Journal chipmakers are mothballing their plans.

Companies have to make massive upfront outlays for plants and equipment and they are refusing, because the latest change could boost the cost of a single high-volume factory to as much as $10 billion from around $4 billion. Some companies have been reining in their investments, raising fears the equipment needed to produce the new chips might be delayed for a year or more.

ASML, a maker of key machines used to define features on chips, recently said it had “paused” development of gear designed to work with the larger wafers. Intel said it has slowed some payments to the Netherlands-based company under a deal to help develop the technology.

Gary Dickerson, chief executive of Applied Materials said that the move to larger wafers “has definitely been pushed out from a timing standpoint”

Chip makers including Broadcom and Renesas Electronics are putting more focus on in-car entertainment with faster processors and networks for wireless HD movies and navigation, aiming to keep drivers informed and passengers entertained.

With PC sales slipping and the mobile device market proving highly competitive, chip makers are looking for greener pastures in other sectors like in-car entertainment and information.

From Renesas comes the R-Car M2 automotive SoC (System-on-a-Chip), which has enough power to handle simultaneous high-definition navigation, video and voice-controlled browsing.

The SoC is meant for use in mid-range systems. It features two ARM Cortex A-15 cores running at up to 1.5GHz and Renesas’ own SH-4A processor plus the PowerVR SGX544MP2 from Imagination Technologies for 3D graphics. This combination helps the M2 exceed the previous R-Car H1 with more than three times the CPU capacity and approximately six times better graphics performance.

Car makers that want to put a more advanced entertainment system in their upcoming models should go for the eight core R-Car H2 SoC, which was announced earlier this year. It is based on ARM’s big.LITTLE architecture, and uses four Cortex-A15 cores and another four Cortex-A7 cores.

The H2 will be able to handle four streams of 1080p video, including Blu-Ray at 60 frames per second, according to Renesas. Mass production is scheduled for the middle of next year, while the M2 won’t arrive in larger volumes until June 2015.

Broadcom on the other hand is seeking to drive better networking on the road. The company’s latest line of wireless chipsets for in-car connectivity uses the fast 802.11ac Wi-Fi wireless standard, which offers enough bandwidth for multiple displays and screen resolution of up to 1080p. Use of the 5GHz band for video allows it to coexist with Bluetooth hands-free calls on 2.4GHz, according Broadcom.

Broadcom has also implemented Wi-Fi Direct and Miracast. Wi-Fi Direct lets products such as smartphones, cameras and in this case in-car computers connect to one another without joining a traditional hotspot network, while Miracast lets users stream videos and share photos between smartphones, tablets and displays.

The BCM89335 Wi-Fi and Bluetooth Smart Ready combo chip and the BCM89071 Bluetooth and Bluetooth Smart Ready chip are now shipping in small volumes.

Search giant Google has told the British government it is immune to prosecution on privacy issues and it can do what it like. The US Company is accused of illegally snooping on its British customers by bypassing privacy settings on Apple devices, such as iPads, to track their browsing history.

A group of British people took Google to court but the search engine is trying to get the case thrown out. Its argument is that it is not subject to British privacy law because it is based in California. This is the second time that Google has tried to avoid British law by pretending to operate in another country. It has come under fire for failing to pay tax in the UK

Nick Pickles, director of Big Brother Watch, said: ‘It is deeply worrying for a company with millions of British users to be brazenly saying they do not regard themselves bound by UK law. Solicitor Dan Tench, of law firm Olswang, said this was another instance of Google being here when it suits them and not being here when it doesn’t. Ironically when the US ordered Google to stop what it was doing, it forced the search engine to pay a $22.5million to regulators.

There are some indications that Google may not get its way. In July the Information Commissioner’s Office told Google its privacy rules breached UK law so it will be very hard for it to stand up in court and say it didn’t.

An increasing number of Android phones are infected with mobile malware programs that are capable of turning the handsets into spying devices, according to a report from Kindsight Security Labs, a subsidiary of telecommunications equipment vendor Alcatel-Lucent.

The vast majority of mobile devices infected with malware are running the Android operating system and a third of the top 20 malware threats for Android by infection rate fall into the spyware category, Kindsight said in a report released Tuesday that covers the second quarter of 2013.

The Alcatel-Lucent subsidiary sells security appliances to ISPs (Internet service providers) and mobile network operators that can identify known malware threats and infected devices by analyzing the network traffic.

Data collected from its product deployments allows the company to compile statistics about how many devices connected to mobile or broadband networks are infected with malware and determine what are the most commonly detected threats.

The malware infection rate for devices connected to mobile networks is fairly low, averaging at 0.52%, Kindsight said in its report. These infected devices include mobile phones as well as Windows laptops that use a mobile connection through a phone, a 3G USB modem or a mobile hotspot device.

In January the number of infected mobile phones accounted for slightly more than 30% of all infected devices connected to mobile networks, but by June they grew to more than 50%.

The vast majority of infected mobile phones run Android. Those running BlackBerry, iOS and other operating systems represent less than 1% of infected mobile devices, Kindsight said.

When calculated separately, on average more than 1% of Android devices on mobile networks are infected with malware, Kindsight said in its report.

The malware threat most commonly seen on Android devices was an adware Trojan program called Uapush.A that sends SMS messages and steals information, Kindsight said. Uapush.A was responsible for around 53% of the total number of infections detected on Android devices.

Google is fighting a National Security Letter (NSL) issued by the US government, with the Electronic Frontier Foundation (EFF) acknowledging it is one of the first firms to do so.

Google took the unusual step last month of revealing, albeit in vague terms, the number of NSLs it received from the US government. At the time the company said it was working with the authorities to improve transparency around the subject, but according to court filings it is also fighting against handing over users’ data.

In March, Google filed a petition to set aside a legal process. Kevan Fornasero, a lawyer for Google said in the filing that petitions “filed under Section 3511 of Title 18 to set aside legal process issued under Section 2709 of Title 18 must be filed under seal because Section 2709 prohibits disclosure of the legal process”.

Fornasero’s reference to Section 2709 refers to the ability of the FBI to issue NSLs and force the handover of user data. According to the EFF, Google is one of the first communications companies to fight an NSL, but because Section 2709 doesn’t allow firms to disclose the legal process, few people can be certain that others haven’t tried to stand up to the US government.

Matt Zimmerman, a lawyer for the EFF said, “The people who are in the best position to challenge the practice are people like Google. So far no one has really stood up for their users’ among large Internet service providers.”

Google has tried in recent years to provide users with some information on how it deals with government agencies’ requests for user data. If the firm can succeed in its fight against NSLs then it could open the floodgates for others to stand up against a law that some see to be nothing more than a snooper’s charter.

Could 4G Networks give way for more high-risk mobile security implications; Symantec is warning of such a wave of threats.

“We could see a move to the sort of threats that we already see on the wireless and fixed connected network,” John said. “Malware that you usually have on fixed networks, like botnets.

“There aren’t many botnets on mobile devices because the bandwidth’s not there to support it, once you go on to 4G [hackers] could start infecting systems.”

To ensure that enterprises avoid these these security threats, John advised that businesses need to be on their toes more than ever, look closely at everything that’s coming into the network, and not trust anything.

“Companies need to make sure that where traditionally it’s been a firewall with a perimeter with everything in a timeline environment,” John said. “What they need to look at is ‘what are my employees doing’, ‘what information is being shared’ and ‘how do we ensure our information is being protected no matter where it may be’, whether its mobile device, across networks or sitting in a cloud service.”

“This is a change we are going through, but 4G is going to push the need for that change even more so,” she added.

According to John, 4G will also be detrimental to businesses in the way it will add a greater burden for them to ensure that cloud services and mobility – what she calls “two of the biggest security challenges for enterprises and their employees” – are up to scratch.

Sprint has become the first U.S. mobile operator to offer an ultrabook, which is being sold with a 3G/4G mobile hotspot device at no added cost.

Sprint and Lenovo announced the 13.3-in. IdeaPad U310 ultrabook with a hotspot device for $799.99, subject to a two-year Sprint mobile broadband service agreement, the companies said. Three months of broadband service will be available for free.

The hotspot is either a MiFi 3G/4G mobile hotspot by Novatel Wireless or the Overdrive Pro 3G/4G mobile hotspot by Sierra Wireless. Data plans for the hotspot start at $35 a month for 3GB, or $50 for 6GB.

Sprint said the offer is focused on small business users and students. It will be available through Sprint telesales at 800-Sprint1, Sprint business sales and business partners and on the Sprint ultrabook Web site.

The IdeaPad U310 features Lenovo RapidBoot, allowing it to resume from hibernate status in less than seven seconds, and BootShield for fast booting even with multiple apps installed.
